Public Health Engineering (PHED) Division Buner, Government of Khyber Pakhtunkhwa invites sealed bids through the E-PADS electronic procurement system for annual maintenance and repair contracts for the financial year 2026-27. The procurement encompasses three separate contract packages: electrical and mechanical works maintenance across three sub-divisions (Daggar-I, Daggar-II, and Totalai) with estimated costs ranging from Rs. 5 to 6 million, and civil works maintenance across the same three sub-divisions with estimated costs from Rs. 3.5 to 4 million. The total scope covers critical water supply infrastructure maintenance and repair operations within District Buner, Khyber Pakhtunkhwa province. This is a recurring annual contract essential for ensuring reliable potable water supply to communities served by PHE Division Buner.
Eligible bidders must be registered with Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) and possess valid PEC licenses in relevant categories: CE-09 and CE-10 for civil works; CE-09, CE-10, EE-04, EE-05, ME-05, ME-07, and EE-11 for electrical and mechanical works. Electrical and mechanical contractors must additionally hold current Electrical Inspector Certificate Category-E and Workshop Verification Certificate issued by the Superintending Engineer PHE Circle Swat for 2026-27. The workshop location must be situated within District Buner, and bidders must maintain valid Provincial Enlistment Committee registration and renewal for 2026-27. Earnest money deposits range from Rs. 98,750 to Rs. 148,750 depending on the specific work package, and a non-refundable bid entry fee of 0.03 percent of tender cost applies. Bid security must be retained until approval is confirmed.
Bidders must enlist themselves on the E-PADS system and download Standard Bidding Documents and Bills of Quantity from the E-PADS website. Technical and Financial bids must be submitted in separate sealed envelopes through registered courier and must reach the office of the Executive Engineer by 12:00 PM on 26-08-2026 for opening on the same date at 12:30 PM. A pre-bid meeting will be held on 24-08-2026 at 12:00 PM in the office of the undersigned. Financial bid opening for electrical and mechanical works will be announced following technical bid evaluation. Detailed terms and conditions regarding contractor responsibilities, warranty obligations (3 months for electric motors and mechanical works), maximum rewinding timelines (3 days for submersible, 2 days for turbine motors), and equipment requirements must be carefully reviewed.
