Description / Scope of Work
DHQ Hospital Rajanpur invites bids for a framework supply contract for the financial year 2026–27 through the Punjab E-Procurement System. Three lots are being procured: Lot 01 comprises 15 percent local purchase of medicines and surgical items for day-to-day use, plus 10 percent emergency medicines, surgical items and eye lenses, with an estimated budget of PKR 20.0 million; Lot 02 covers medicines and surgical items under the Sehat Sahoolat Programme, Uniform Health Insurance initiative and dialysis items, also valued at PKR 20.0 million; and Lot 03 addresses bedding and clothing (linen items) with a budget of PKR 1.0 million. The total estimated value across all three lots is PKR 41.0 million. Supplies are required to be available round the clock without interruption or closure on gazetted or local holidays. The contract period runs from the award date until 30 June 2027 and may be extended for three months if performance is satisfactory.
Bidders must hold a valid Centralized Drug Sales License (CSDL), preferably in Pharmacy Form 9, along with Form 11 as per the Drug Rules 2007 and subsequent amendments, and must be classified as Category A under the Pharmacy Act 1967. Applicants must demonstrate financial soundness and good reputation. Bid security of 2 percent of estimated cost is required and must be submitted before bid opening. Bids are valid for three months from the technical bid opening and may be extended. Discounts shall be calculated against the maximum retail price fixed by the Drug Regulatory Authority of Pakistan or manufacturers where permitted, or sole importers. Medical device and surgical disposable item discounts follow the directorate of drug control, Punjab letter DG/DDCP/2026/700 dated 10 July 2026.
All procurement follows the PPRA Rules 2014 as amended. Bidding documents are available on the Punjab E-Procurement portal at https://ep.punjab.gov.pk. Technical proposals will be opened on 25 August 2026 at 11:30 AM; financial proposals of successful technical bidders will be opened at a later declared date.
