Description / Scope of Work
The District Health Officer (Medical Services), District Health Authority Rawalpindi, invites electronic bids for five independent lot-wise framework rate contracts under the Punjab Procurement Rules 2014 (as amended) for the financial year 2026–27. The procurement covers local purchase medicines, medical devices, surgical and disposable items; laboratory reagents, X-ray equipment and medical gases; stationery items; printing material and publication items; and general store, miscellaneous items and equipment for Central Jail Hospital Rawalpindi, Special Prison Hospital and related healthcare facilities in Rawalpindi district. The total estimated value across all lots is approximately PKR 5.25 crore, with individual lot values ranging from PKR 10 lakh to PKR 2.5 crore. Delivery is required to Central Jail Hospital Rawalpindi or DHA Rawalpindi facilities within the district.
Eligibility requirements are lot-specific: bidders for Lot 1 (local purchase medicines, medical devices, surgical and disposable items) must hold a valid Centralized Drug-sale License as a pharmacy, manufacturer or distributor; bidders for Lot 2 (laboratory reagents, X-ray and medical gases) must be manufacturers, authorized importers, distributors or dealers of relevant goods; and bidders for Lots 3, 4 and 5 (stationery, printing material and general store items) must be duly registered firms, manufacturers, authorized dealers or general order suppliers as applicable. A bid security of 2 percent of the estimated value of each quoted lot is required, with amounts ranging from PKR 20,000 to PKR 5 lakh depending on the lot. Bidders must quote all mandatory items within each selected lot.
The complete bidding documents are available free of cost on the Punjab e-Procurement portal (https://ep.punjab.gov.pk) and the Punjab Procurement Regulatory Authority website (https://ppra.punjab.gov.pk/). Bids must be prepared and submitted electronically through the Punjab e-Procurement portal in accordance with portal instructions. The bid submission deadline is 10 October 2026 at 11:00 a.m., with bid opening scheduled for the same day at 11:30 a.m. through the e-Punjab Procurement Portal at the office of the District Health Officer (Medical Services), District Health Authority Rawalpindi, in the presence of bidders or their representatives.
