For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
SNGPL is procuring protective coating materials (corrosion-prevention tape and primer) for gas pipeline infrastructure—a recurring operational need for a critical national utility.
Scale appears medium-sized; the tender permits local and foreign suppliers. Bidders should note the strict two-envelope evaluation process: technical merit is evaluated first without reference to price, and financial bids are opened only if technical proposals pass. Delivery must conform to a published schedule and the company has reserved rights to reduce quantities by 15 percent. The 90-day offer validity is standard but tight timelines for documentation compliance (authority letters, tax certificates, bid bonds) require preparation.
Who can bid: The notice explicitly invites both foreign suppliers and local manufacturers. Local manufacturers must hold valid sales tax and income tax registration certificates. Bidders must typically be registered with relevant Pakistani tax authorities (FBR) for tax certificate submissions. The tender does not specify PEC registration or sectoral licensing requirements. Any bidder must demonstrate financial responsibility through a bid bond and declare non-collusion and beneficial ownership information.
