Description / Scope of Work
Tehsil Head Quarter Hospital, Haveli Lakha in Okara District, Punjab invites e-bids from eligible suppliers for a framework contract to supply medicines, surgical items and disposable products during the financial year 2026-27. The estimated contract value is Rs 5,000,000 and bidding is conducted under Punjab Procurement Rules 2014 as amended. The procurement covers supply of drugs, medicines, surgical disposables and related items required for hospital operations. Bids are invited from multinational companies, national pharmaceutical companies and disposable surgical item suppliers with valid CDSL Drug Sale Licenses on Form-9 Category-A. The contract is structured as a framework arrangement with pricing based on maximum discount from retail rates as per indicative rates provided by Drug Control Punjab.
Eligible bidders must be well-established companies or authorized distributors registered with NTN and GST where applicable. Suppliers must hold a valid CDSL Drug Sale License Form-9 Category-A for supply of drugs and medicines. A bid security of Rs 100,000 (2 percent of estimated cost) is required in the form of CDR, Pay Order or Demand Draft from a scheduled bank of Pakistan, valid for 180 days. Bidders must provide NTN and Sales Tax registration certificates. The bidder's CDSL should preferably be located within Haveli Lakha Tehsil or town and must not be outside Okara District. Bids will be evaluated using a single stage, two-envelope procedure with separate technical and financial proposals as per PPRA rules.
Bidding documents are available for download from the e-procurement portal WWW.EP.PUNJAB.GOV.PK and the PPRA website http://www.ppra.punjab.gov.pk. Interested bidders may also obtain documents from the Medical Superintendent's office at THQ Hospital Haveli Lakha during office hours on submission of a written application. Online bids must be submitted by 25 August 2026 at 12:00 PM on the e-Punjab portal. Bid security must reach the Medical Superintendent's office by the same deadline.
