Description / Scope of Work
National Highway Authority (NHA) Central Zone invites e-proposals from consultant engineering organizations and firms to provide design review and construction supervision services for five major highway projects across Pakistan. The scope includes rehabilitation and construction of additional carriageway on Faisalabad–Pindi Bhattian Motorway (M-4) in three packages totalling 150 million rupees; improvement and upgradation of the road from Lodhran to Multan (N-5) in two packages valued at 100 million rupees; construction of the new Rehmania Bridge on N-5 (25 million rupees); construction of a missing cloverleaf loop and improvement of local traffic connectivity at the M-1/M-2 and N-5 junction in Islamabad (50 million rupees); and construction of a two-lane approach road and river training works for the Layyah–Taunsa Bridge (100 million rupees). The total estimated value for all design review and construction supervision services is 425 million rupees. Work locations span multiple provinces including Punjab and the Federal Territory.
Eligible consultants must possess a valid Pakistan Engineering Council (PEC) registration certificate for the financial year 2026-27 in the relevant engineering field, along with enlistment on the active Tax Payer List of the Federal Board of Revenue. Detailed eligibility criteria are outlined in the Request for Proposal (RFP) documents. Consultant firms providing unsubstantiated or incorrect information are liable to legal action and/or disqualification from the procurement process.
RFP documents are available free of charge from the NHA e-Bidding website from 15 August 2026. A pre-proposal meeting is scheduled for 18 August 2026 at 1100 hours in the office of the Director (Coordination), Central Zone NHA, Shahpur Interchange, Multan Road, Lahore. Sealed e-proposals must reach the same office on or before 28 August 2026 by 1100 hours. Technical proposals will be opened at 1130 hours on the same day; financial proposals of technically qualified firms will be opened after technical evaluation. Consultants must register on the PPRA ePADS portal at www.procure.gov.pk immediately.
