Description / Scope of Work
The National Highway Authority, operating under the Ministry of Communications, invites electronic bids for six routine maintenance contracts on National Highway N-55 in the Punjab-South Region, Central Zone. The works span six segments from km 525 to 855, with a combined estimated value of approximately Rs. 8.92 million. Each contract covers a ten-kilometre section of the highway and is advertised separately to allow multiple contractors to participate. This is a re-invitation notice, indicating previous bidding rounds were unsuccessful or cancelled. The procurement follows the Single Stage–Two Envelopes method under PPRA rules, with technical and financial evaluation conducted separately to ensure competitive and transparent selection.
Eligible bidders must be registered with Pakistan's Income Tax Department, maintain active status on the Federal Board of Revenue's Active Taxpayers List, and hold valid registration with the Pakistan Engineering Council in Category C-5 or above, with specialization codes CE-01 (General Civil Works) and CE-10 (Road, Bridge & Tunnel Works). Bidders must register on the EPADS portal at www.eprocure.gov.pk; manual hard-copy submissions will no longer be accepted in upcoming procurements. Any firm declared the lowest evaluated bidder in two routine maintenance contracts during fiscal year 2026–27 will be excluded from further financial bid opening on additional contracts. Bidders must provide substantiated and accurate information; unsubstantiated claims or incorrect data may result in disqualification and legal action. Default firms remain ineligible.
Bidding documents will be available for free download from September 30, 2026, on the NHA website at www.ebidding.nha.gov.pk. Electronic bids must be submitted to the General Manager (Maintenance), NHA Complex, Nag Shah Chowk, Multan, by October 13, 2026, at 11:30 hours. Technical bids will be opened the same day at 12:00 hours in the presence of all bidders or their authorized representatives. Financial bids of qualified bidders will follow in sequence.
