Description / Scope of Work
Bahawalpur Cantonment Board invites sealed electronic bids for original and repair maintenance works during the financial year 2026-27 through the E-PADS V2.0 portal. The procurement encompasses 30 line items including construction of food cafes and kiosks, sports facilities such as padel courts, cricket pitches and swimming pools at Gulzar-e-Sadiq Park, improvement and laying of paving stones and sewerage RCC pipelines across multiple wards in Bahawalpur Cantonment, installation and upgradation of solar systems, water supply and filtration plants, street lighting, and annual repair and maintenance works for cantonment roads, drainage, buildings, water supply and education facilities. The total estimated cost spans multiple items ranging from Rs. 24,000 to Rs. 600,000 with a combined scope representing significant infrastructure development and maintenance activity across the cantonment in Punjab.
Contractors and firms must possess valid registration with Pakistan Engineering Council in the relevant category for 2026-27 and be listed on the Active Taxpayers List of the Federal Board of Revenue. Bidders must submit earnest money in the form of a Call Deposit Receipt equivalent to 2% of the estimated cost issued by a scheduled bank. Firms blacklisted by any government or semi-government organization are ineligible to participate. All quality assurance testing shall be conducted through reputed laboratories at the bidder's cost.
Bidding documents are available exclusively on the PPRA and E-PADS V2.0 portals with no hard copies issued. Only vendors registered on E-PADS V2.0 are eligible to participate. Electronic bids must be submitted through E-PADS V2.0 on or before 14 October 2026 at 13:00 hours, with opening scheduled for the same day at 13:30 hours. Manual bid submission shall not be entertained. A scanned copy of the Call Deposit Receipt must be uploaded with the e-bid, while the original must be submitted 3 days prior to bid opening. A Grievance Redressal Committee has been constituted under Rule 48 of PPRA Rules 2004.
