Description / Scope of Work
The Khyber Pakhtunkhwa Rural Investment and Institutional Support Project (KP-RIISP), through its Project Implementation Unit at the Public Health Engineering Department in Peshawar, invites bids under National Competitive Bidding for the procurement of vehicles on rental basis under an open framework contract. The procurement is intended to provide non-consulting vehicle rental services to support project implementation activities across the province. Bidding shall be conducted through a Single Stage – One Envelope Procedure in accordance with the Khyber Pakhtunkhwa Public Procurement Rules 2014, utilizing the e-PADS electronic portal for all submissions and bid opening processes.
Eligible bidders must hold legal capacity with registration from SECP or the Registrar of Firms, maintain active tax-payer status with the Khyber Pakhtunkhwa Revenue Authority (KPRA), and be active on the Active Taxpayers List (ATL). Bidders must not have been blacklisted, debarred, or convicted of fraudulent or corrupt practices by KPPRA, FBR, the World Bank, or any provincial or federal agency. A Bid Security (Earnest Money) of PKR 100,000 in the form of a Call Deposit Receipt or Bank Guarantee issued from the bidder's own account is mandatory; the original physical instrument must be delivered to the PIU office before the submission deadline. Bids submitted without this security or from third-party accounts shall be rejected as non-responsive.
Bid solicitation documents are available for download from the e-PADS portal. Interested bidders must submit their bids electronically through e-PADS on or before 2nd September 2026 at 12:00 PM. Bids will be opened publicly on the same day at 2:00 PM in the presence of bidders' representatives who choose to attend. A Pre-Bid Meeting will be held on 28 August 2026 at 15:00 hours at the PIU Office in Peshawar to address technical and operational queries. Written clarifications may be requested through e-PADS before 28 August 2026, with responses provided no later than three days prior to the deadline. Quoted rates must be inclusive of all applicable taxes and operational costs, and bid validity must extend for 90 days from the tender opening date. The contract will be enforced initially for one year, extendable by mutual consent subject to satisfactory performance and budget availability, with rates remaining fixed without escalation during the contract period.
