Description / Scope of Work
Muslim Hands Pakistan invites sealed proposals for an impact study of its annual training programmes for Muslim Hands Assistant Service Technicians (MH ASTs). This is a consultancy assignment to evaluate the effectiveness and outcomes of training initiatives delivered by the organization. The scope of work, deliverables, and payment schedule are detailed in the attached Terms of Reference (TOR). The assignment is to be undertaken in accordance with all relevant rules, regulations, and statutes currently in force in Pakistan. Proposals should be submitted through courier in sealed envelopes clearly marked with the project name, location, and applicant details to the Muslim Hands office address. The evaluation will assess both technical and financial merit of submitted proposals, with particular emphasis on the consultant's or firm's relevant experience in conducting impact assessments and training programme evaluations within the development or humanitarian sector.
Eligible consultants or firms must be duly registered with the Federal Board of Revenue (FBR) with a valid National Tax Number (NTN) and must have filed income tax returns. Applicants must demonstrate financial soundness and technical capacity through appropriate documentation, provide evidence of previous relevant experience, and maintain a good track record with references from prior clients. Bidders must also satisfy eligibility conditions including absence of bankruptcy, no criminal convictions for professional conduct violations, and absence from sanctioned parties lists issued by Pakistan Government, United Nations, or European Union. All prices must be inclusive of taxes, duties, and levies, and must be quoted in Pakistani Rupees (PKR) only.
Bids will be evaluated on a two-stage process with technical evaluation preceding financial assessment. The bid validity period is 45 days from submission date. Proposals must include detailed timetables for work execution and clearly articulated methodology. Payment will be made upon satisfactory delivery and technical evaluation of deliverables as per the agreed TOR. Muslim Hands reserves the right to vary quantities of work or deliverables without changes to unit pricing, and to accept or reject any or all submitted offers.
