Description / Scope of Work
The National Highway Authority invites proposals from reputable individual consultants for consultancy services related to the hiring of legal counsel for PPP projects. This procurement is open to consultants with valid membership in at least one Bar Council of Pakistan and active enlistment on the Federal Board of Revenue's Active Tax Payers List. The scope encompasses advisory services for recruitment and engagement of legal professionals to support public-private partnership initiatives across Pakistan. RFP documents are available for free download from the NHA website www.nha.gov.pk or can be purchased from the office of the General Manager (P&CA) at NHA headquarters in Islamabad during regular working hours upon written request accompanied by a non-refundable demand draft of Rs. 1,000.
Eligible applicants must be consultants with established credentials in legal services procurement and demonstrated experience in PPP project management. Proposals must be submitted in hard book binding format with sealed envelopes in accordance with the Single Stage Two Envelopes procedure detailed in the RFP. The authority reserves the right to reject any proposal that contains unsubstantiated or incorrect information, with potential legal consequences for non-compliance. All bidders are strongly advised to obtain EPADS registration at www.eprocure.gov.pk immediately, as manual submissions will be eliminated in future procurements.
Proposals must be delivered to the office of the General Manager (P&CA) at NHA headquarters, 28-Mauve Area, G-9/1, Islamabad by 3 September 2026 at 1130 hours. Technical proposals will be opened on the same day at 1200 hours, with financial proposals opened after technical evaluation is finalized. A pre-proposal conference is scheduled for 21 August 2026 at 1100 hours at the NHA Auditorium in Islamabad.
