Description / Scope of Work
The Chief Executive Officer (DHA) Bahawalnagar, under the Health & Population Department of the Government of Punjab, invites e-bids for a framework contract to supply general store items, insecticide items, stationery and printing items, and linen items for the financial year 2026-27. The estimated cost of procurement is PKR 2.95 million. This is a single-stage, two-envelope bidding process governed by Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024. The contract is on a DDP (Delivered Duty Paid) basis with warranty requirements specified for particular items. Bidders must be manufacturers, sole agents, or sole importers of foreign principals, registered on e-Punjab Acquisition & Disposal System (e-PADS) and with relevant registration authorities and tax departments.
Eligibility criteria require bidders to demonstrate minimum relevant experience in the product category, registration with relevant forums and organisations, active tax payer status with FBR/PRA, and minimum financial soundness based on average turnover for the last three years. Bidders must submit an affidavit confirming they are not blacklisted by any government department in the district or health department and have no pending litigation. All documents and information must be authentic; fake or bogus documents will result in blacklisting. Bid security of 2 percent of the estimated cost must be submitted in the form of Bank Draft, Bank Guarantee, or Call Deposit Receipt (CDR) from Bank of Punjab, presented as an original document at the time of e-Bid opening.
Bidding documents are available for download from the Punjab Procurement Regulatory Authority website (http://ppra.punjab.gov.pk), the e-PADS portal (https://punjab.eprocure.gov.pk), and the CEO DHA Bahawalnagar official page. Last date for receipt of bidding documents is 27 August 2026 at 11:00 AM. E-bids must be submitted online on or before 29 August 2026 at 11:00 AM on the e-PADS portal. Technical and financial bids will be opened on 27 August 2026 at 11:30 AM at CEO DHA Bahawalnagar. Bid validity is 120 days from the date of opening.
