Description / Scope of Work
The Labour & Human Resource Department, Government of the Punjab, invites electronic bids on a lot basis for the procurement of office stationery, computer stationery, printing and publication materials, and other items. This is a framework contract with quantities as per requirement across four separate lots: Lot 1 covering stationery with an estimated cost of 1.2 million Pakistani rupees; Lot 2 for printing and publication valued at 0.550 million rupees; Lot 3 for computer stationery estimated at 0.990 million rupees; and Lot 4 for other items valued at 0.550 million rupees. The total estimated procurement value is 3.29 million rupees. Contracts will be awarded separately for each lot, and bidders must submit electronic bids against each lot independently through the Punjab e-Procurement System (ePADS).
Eligible bidders include firms, companies, sole proprietors, and general order service providers registered with relevant registration authorities and tax departments including Income Tax, Sales Tax, and Punjab Sales Tax authorities. All e-bids must be accompanied by bid security at five percent of the estimated price for each lot, submitted in the form of a CDR, bank guarantee, demand draft, or pay order in the name of the Section Officer (General), Labour & Human Resource Department Lahore. Late bids will be rejected without consideration.
Bidding documents are available for download from the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk. The complete electronic bids must be submitted online through the ePADS portal at https://punjab.eprocure.gov.pk on or before 1 September 2026 at 11:00 AM, with opening scheduled for the same date at 11:30 AM. Original bid security documents must be physically submitted in an envelope marked with the bidding document number, lot, and title before the electronic submission deadline at the Office of Section Officer (General), Labour & Human Resource Department, 26 Main Gulberg, Lahore.
