For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a specialized procurement of aviation clothing and protective equipment for military use, covering 18 different item types with multiple sizes.
The tender requires bidders to provide two physical samples of every item at tender opening—a significant logistical and financial commitment—making casual or unserious bidding impractical. The five-percent bid security requirement is standard. The September 3, 2026 closing date allows moderate preparation time. This appears to be a one-off annual procurement for the current financial year, with quantities unspecified in the notice but noted as potentially adjustable at order stage. Suppliers must navigate mandatory specification collection and strict document compliance or face automatic rejection.
Who can bid: Bidders must be OEMs, authorized agents, distributors or suppliers registered with FBR's Active Taxpayer List, and registered with DGDP, DGP-A, Ordnance Depots, or PEC. Typically, additional requirements include valid business registration (SECP/NTN), bank solvency certificates, and previous supply experience. All bidders are bound by the Official Secret Act.
