The Headmistress of Govt. Special Education Centre Sher Shah Town, Multan, invites online bids through E-PADS for the procurement of uniform items and shoes for approximately 115 enrolled special students for the financial year 2026–27. The procurement scope includes boys kits (winter and summer), girls kits (winter and summer), black school shoes (BATA/SERVIS brand, winter and summer), and winter jerseys, with a total estimated cost of PKR 18,00,000. The contract will be awarded to the bidder offering the lowest combined rate across all four lots. Bids are sought from registered firms, suppliers, and manufacturers with valid Income Tax registration, Sales Tax registration, and E-PADS registration, following the Punjab Procurement Rules 2014 and subsequent amendments.
Eligible bidders must submit a Bid Security (Earnest Money) at 5% of the total contract value (PKR 90,000) in the form of a CDR in favour of the Headmistress, uploaded in PDF format on E-PADS alongside the Technical Proposal and also submitted in original form before the opening of Technical Bids. Mandatory documents include an attested CNIC copy of the owner, GST certificate, Income Tax registration or Active Taxpayer proof, Sales Tax returns for the last two years (month-wise, with no zero or nil returns accepted for any month), and proof of Sales Tax and Income Tax returns for FY 2025–2026. Bidders must also furnish an affidavit on Rs. 100 E-Stamp Paper confirming the firm is neither blacklisted nor involved in litigation, and Last Three Years Audit Financial Statements from a chartered accountant firm. A compliance undertaking on attested legal Stamp Paper confirming adherence to all technical specifications issued by the Special Education Department is mandatory for bid consideration.
Tender forms must be uploaded on E-PADS by 18-08-2026 at 10:30 AM. Technical Bids will be opened on 05-09-2026 at 11:00 AM at the office of the undersigned in the presence of the Purchase Committee and authorized representatives of bidding firms. Bidders must present physical samples of uniforms and items at the time of Technical Bid opening for assessment of fabric quality, stitching standards, and colour matching. Financial Bids of technically qualified firms will be opened on E-PADS after the grievance period expires; those of technically disqualified firms will be returned unopened upon request. All quoted rates must be inclusive of all applicable taxes. The successful bidder must take students' measurements within 10 working days after the grievance period and complete supply within 30 days of supply order issuance; delays may attract late delivery charges, bid security forfeiture, and order cancellation. Uniforms will be subject to testing at National Textile University Faisalabad or another recognized Government autonomous laboratory; testing costs are borne by the successful bidder, and substandard consignments will be rejected and replaced at bidder's expense with no extension of supply time.
