Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of 500 units of Hard Armour Plates for Bullet Proof Jackets, Level-III (Large Size). This procurement is conducted through Bahria Gate, Naval Residential Complex, E-8, Islamabad, and follows a two-envelope technical and commercial bid system. The tender requires detailed technical specifications and acceptance criteria as outlined in Annex-A, with general terms and conditions provided in Annex-B. The contracted firm must provide one sample unit at no additional cost for functional test trials, with the sample to be randomly selected by ECA/CINA representatives prior to bulk supply to the consignee. All bidders must submit OEM conformance certificates and shall be subject to inspection by ECA/CINA representatives during the supply phase.
Bidders must be registered with relevant authorities and possess the capability to supply military-grade protective equipment with certified ballistic protection ratings. Suppliers are required to submit an Earnest Money deposit in a separate sealed envelope and provide all mandatory documentation including bank challans, authorization letters where applicable, DP-1, DP-2, and DP-3 forms with complete compliance remarks. Tax filing proof and DGDP registration letters (if applicable) must accompany the technical offer. Companies or firms found to have submitted false OEM conformance certificates will face blacklisting.
Tenders must be submitted in three sealed envelopes containing technical offer in duplicate, earnest money, and commercial offer respectively. The tender will close for acceptance at 1030 Hours on 9 September 2026 and will be opened at 1100 Hours on the same date. Tender Box No 204 is the designated submission point.
