Description / Scope of Work

The Chief Conservator of Forests, Gilgit-Baltistan invites sealed tenders from financially stable, registered firms, authorized distributors, suppliers and contractors for the procurement of stationery items, repair of transport vehicles and motorcycles, and miscellaneous items required during the financial year 2026–27. The tender covers three categories of supplies: Category A addresses repair of transport vehicles and motorcycles; Category B encompasses stationery items; and Category C covers miscellaneous items. Funding will be drawn from Regular Budget (FY 2026-27), Annual Development Programme (ADP), Public Sector Development Programme (PSDP), Forest Wildlife & Environment (FWF) Projects, and donor-funded project allocations. The procurement will be conducted on an item-wise basis under the Single Stage–Single Envelope procedure as specified in the Public Procurement Rules (PPRA).

Bidders must be actively registered with the Securities and Exchange Commission of Pakistan (SECP) or Form-C and must be on the Active Taxpayers List (ATL) of the FBR/GB Revenue Authority. A valid legal affidavit on stamp paper worth Rs. 100/- must accompany tender documents, verifying that the bidder has never been blacklisted by any Government, Semi-Government Autonomous Body, or PPRA entity. Bid security of 5% of the total quoted price must be submitted in the form of a Cash Deposit Receipt (CDR) from a Scheduled Bank of Pakistan. Irrational or below-market rates as objectively determined by the Departmental Tender Proceeding Committee will be considered non-responsive and summarily rejected.

Detailed bidding documents containing explicit item specifications are available from the office of the Chief Conservator of Forests during standard official working hours. All sealed envelopes and bids must be clearly marked with the specific desired category (A, B, and/or C) and items. Sealed bids must be physically delivered to the Office of the Chief Conservator of Forests, GB, located near Beb-e-Gilgit Jutial, Gilgit. Bids will be opened in the presence of bidders or their authorized representatives on 3rd September 2026 at 11:30 AM for Category A, 11:40 AM for Category B, and 11:50 AM for Category C. Supplies and contract finalization will be strictly subject to the release of funds and actual availability under the applicable budget allocations.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Three separate tenders for consumables and routine maintenance support to a provincial forest authority covering stationary, vehicle repair and miscellaneous supplies.

Contracts span FY 2026–27 and may extend across multiple funding streams (regular, ADP, PSDP, FWF, donor-funded). Scale appears modest; bid security at 5% suggests moderate order values. Recurring annual procurement typical of government office operations. Competition may be limited by SECP registration and ATL eligibility hurdles. Contract finalization contingent on budget release and availability.

Who can bid: Bidders must be registered with SECP or Form-C and appear on the Active Taxpayers List (ATL) of FBR/GB Revenue Authority. A legal affidavit on stamp paper (Rs. 100/-) confirming no blacklisting by any government entity or PPRA is mandatory. Separately invoiced labor charges will not be entertained for Category A (repair) bids; all labor and service costs must be consolidated in quoted rates.
