Description / Scope of Work
The Ministry of Information and Broadcasting, Monitoring and Reporting Cell, invites pre-qualification applications from eligible firms and companies under PPRA Rule 16 to establish a centralized panel of service providers for procurement of goods and services on an as-and-when required basis for the financial year 2026-2027. The procurement covers seven service categories: production and broadcast support equipment services, audio and video production, repair and maintenance of IT equipment including computers, laptops, printers, monitors, network items, servers and storage systems, printing and publication services, repair and maintenance of photocopier machines and telephone exchanges, miscellaneous recurring services, and purchase of miscellaneous items including IT equipment, hardware, podcast equipment, software licenses and plant machinery. This is a framework arrangement for federal level service delivery based in Islamabad.
Eligible applicants must be registered with relevant regulatory authorities, hold valid NTN and Sales Tax Registration certificates where applicable, demonstrate active taxpayer status, and provide evidence they are not blacklisted, suspended or debarred by any government ministry or autonomous body. Firms must demonstrate relevant experience in their chosen service category and possess adequate technical, professional and financial capacity along with sufficient personnel and resources for nationwide or regional service delivery. Applicants are required to submit comprehensive documentation including company profile, tax certificates, EPADS registration, audited financial statements or bank statements, experience certificates and work orders, technical staff details, equipment and infrastructure information, and affidavits regarding non-blacklisting and freedom from litigation with the Ministry.
Bidding documents costing PKR 50,000 (non-refundable) are available from the Section Office (General Administration) at the Ministry in Islamabad during office hours. Complete pre-qualification applications with all supporting documents must be uploaded on ePADS 2.0 on or before September 3, 2026 at 12:00 PM, with bids opening the same day at 12:30 PM.
