Description / Scope of Work
Buildings Division Layyah invites electronic tenders from registered engineering firms and contractors for the establishment of a Medical College at Layyah in two separate groups. Group 01 carries a DNIT cost of Rs. 1,578.189 million with 5% bid security of Rs. 78.909 million; Group 02 has a DNIT cost of Rs. 1,455.149 million with bid security of Rs. 72.757 million. Both projects are scheduled for completion by 30 June 2028 and are issued under technical sanction certificates from the Chief Engineer (Special) Lahore. This is a significant infrastructure development project for the province of Punjab.
Eligible bidders must hold valid Pakistan Engineering Council registration in the relevant category and codes for financial year 2026-27. Contractors and firms are required to register on the Punjab PPRA e-Procurement website at https://ep.punjab.gov.pk. Bid security of 5 percent must be submitted electronically through the Punjab e-Procurement System only; no physical financial instruments such as Call Deposit Receipts, bank drafts or cheques will be accepted. The lowest evaluated bidder must additionally submit a Performance Guarantee of 10 percent of the contract amount within 15 days of receiving the offer letter, in the form of CDR, bank draft, cashier cheque, pay order or bank guarantee valid for three months beyond completion.
Bidders must quote item rates against each line item of the Bill of Quantities as well as total amounts and grand totals; bids without detailed item-wise rates will be treated as incomplete and rejected. Tender documents are available on the e-Procurement system at http://ep.punjab.gov.pk. Online rate submission closes on 06 November 2026 at 12:00 PM, with tender opening scheduled for 12:30 PM the same day at the Office of the Commissioner, Dera Ghazi Khan Division. All submissions must be made digitally; manual bids are not accepted.
