Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the procurement of Acoustic Decoys Rocket (RAD8E), Acoustic Jammer Rocket (RAJ9E), and related items. This is a defence procurement under the scope of the Directorate General Defence Purchase (DGDP) in accordance with PPRA Rules 2004 and DPP&I-35 (Revised 2024). The tender is administered through Bahria Gate, Naval Residential Complex, and covers supply of specialized acoustic countermeasure equipment for naval operations. Interested firms must submit proposals in sealed envelopes containing separate technical and commercial offers with detailed compliance documentation.
Participating firms must be registered or willing to register with the Directorate General Defence Purchase (DGDP) and possess requisite technical and financial capability. DGDP Registration Letter is mandatory if the firm is already registered, and firms must familiarize themselves with PPRA Rules 2004 and DPP&I-35 (Revised 2024) before bidding. Bank Challan of Rs. 200 for DGDP registered firms or Rs. 300 for others must be submitted with the technical offer. Security clearance and provision of required registration documents are prerequisites for contract award. Firms must submit manufacturer authorization letters where applicable and relevant price lists.
Bidders must deliver proposals in three sealed envelopes: Sealed Envelop 1 containing the technical offer in duplicate with DP-1, DP-2, DP-3 forms and Annexes A, B, and C; Sealed Envelop 2 containing earnest money only; and Sealed Envelop 3 containing the commercial offer in original with DP-2 form. Technical offer opens first, half an hour after the closing time on 22 September 2026.
