The Government Shadab Training Institute for Mentally Challenged Children Multan invites online bids through E-PADS for the procurement of uniform items for approximately 153 enrolled special students. The procurement covers summer and winter uniform kits for boys and girls, winter season jerseys, and shoes for both genders, with an estimated contract value of PKR 1,800,000. This tender is governed under the Punjab Procurement Rules 2014 and follows the Single Stage–Two Envelope procedure for evaluation. The procuring agency is based in Multan, Punjab.
Eligible bidders must be registered firms, suppliers, or manufacturers with valid Income Tax registration, Sales Tax registration, and active E-PADS enrollment. A mandatory bid security of 3% of the estimated cost (PKR 54,000) must be submitted in the form of a Cash Deposit Receipt in PDF format with the technical proposal and in original before technical bid opening. Bidders must present uniform samples at technical bid opening for assessment of fabric quality, stitching standards, and color matching. Mandatory supporting documents include attested CNIC copy of owner, GST certificate, Income Tax or Active Taxpayer proof, and an affidavit on Rs. 100 stamp paper confirming non-blacklisting and freedom from litigation.
Tender forms must be uploaded on E-PADS by 7 September 2026 at 10:30 AM, with technical bids opening the same day at 11:00 AM in the Principal's office in the presence of the Purchase Committee and authorized firm representatives. Financial bids of technically qualified firms will be opened after the grievance period expires. The successful bidder must take student measurements within 10 working days after grievance period and complete supply within 30 days of supply order issuance.
