The Government Secondary School of Special Education for Physically Disabled Children, Multan, invites online bids through the Punjab E-Procurement System for the procurement of uniform items and shoes for winter and summer seasons for approximately 107 enrolled special students. The procurement is divided into two lots: Lot 1 comprises boys' uniforms including white shirts with departmental mono, Malatia gray pants, black belts, shoes equivalent to Bata or Service quality, black socks, white vests, and navy blue jerseys with golden strip ties, with an estimated cost of PKR 14,00,000; Lot 2 comprises girls' uniforms including navy blue qameez with departmental mono, white shalwar and dupatta, black shoes of equivalent quality, black socks, white slips, and maroon shawal and jerseys. The procurement is governed under the Punjab Procurement Rules 2014 and subsequent amendments, and is open to registered firms, suppliers, and manufacturers with valid Income Tax, Sales Tax, and Punjab E-Procurement System registration.
Bidders must submit a Bid Security or Earnest Money deposit of 3 percent of PKR 1,400,000 in the form of a Crossed Demand Draft in favor of the Principal, to be uploaded in PDF format with the technical proposal and also submitted in original before opening of Technical Bids. The single stage two envelope procedure shall be adopted for evaluation, with financial bids assessed on total quoted amount. All quoted rates must be inclusive of all applicable taxes and must reflect genuine prevailing market prices; token, fictitious, unrealistic, or abnormally low rates may render bids non-responsive and liable to rejection. Bidders must present samples of uniforms at the time of technical bid opening for assessment of fabric quality, stitching standards, and color matching. Mandatory documents include attested CNIC copy of owner, GST certificate, income tax registration or active taxpayer proof, proof of sales tax and income tax returns for FY 2025–2026, and an affidavit on Rs. 100 e-stamp paper confirming the firm is neither blacklisted nor involved in litigation.
Tender forms must be uploaded on Punjab E-Procurement by 07-09-2026 at 10:30 AM, with technical bids opening on the same day at 11:00 AM in the office of the Principal in presence of the Purchase Committee and authorized representatives of bidding firms. Financial bids of technically qualified firms will be opened on the e-procurement system after expiry of the grievance period. Uniforms supplied shall be subject to testing at National Textile University Faisalabad or any recognized government or autonomous laboratory, with testing costs borne by the successful bidder; if found substandard, the consignment shall be rejected and replaced at bidder's expense with no extra time provided. The successful bidder shall furnish a Performance Guarantee of 10 percent of contract value prior to issuance of supply order, and must take students' measurements within 10 working days after grievance period and complete supply within 30 days of issuance of supply order.
