Description / Scope of Work
The Ministry of Poverty Alleviation and Social Safety, Government of Pakistan, Islamabad, invites pre-qualification bids from original manufacturers, authorized dealers, and reputed workshops for provision of annual repair and maintenance services during the financial year 2026–27. The procurement encompasses two categories: pre-qualification of repair and maintenance services for machinery and equipment, and pre-qualification of repair and maintenance services for hardware. Bidders must be registered with Income and Sales Tax Departments, listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue, and maintain their own offices or stocks in Rawalpindi or Islamabad. This is a framework pre-qualification process for annual maintenance contracts.
Eligible bidders must hold valid registration with FBR and be classified as active taxpayers. Original manufacturers, authorized dealers, and reputed repair workshops with documented experience and physical presence in Rawalpindi and Islamabad are invited to participate. Bid security of Rs. 35,000 (excluding applicable government taxes) in the form of a bank draft or pay order, made refundable in favor of the Section Officer (General), Ministry of Poverty Alleviation and Social Safety, must be submitted before bid opening in accordance with Rule 25 of the PPRA Rules 2004.
Bidders are required to register on the E-Pak Acquisition and Disposal System (EPADS) at https://eprocure.gov.pk and submit all documents electronically through the portal; manual bids and hard copies will not be accepted. Tender bids will be publicly opened at 11 a.m. in the Committee Room at the Ministry's office (4th Floor, Evacuee Complex, F-5/1, Islamabad) in the presence of bidders or their representatives, as per PPRA Rule 13(1). Detailed bidding documents, specifications, and terms and conditions are available on the EPADS portal and the websites of the Ministry, PPRA, and EPADS. For further information, contact the Section Officer (General) at telephone 051-9210029.

The Ministry seeks pre-qualified repair and maintenance vendors for two service lines (machinery/equipment and hardware) on an annual contract basis for 2026–27.
This is a framework qualification exercise, not a single-year procurement. Bidders must establish active taxpayer credentials and physical presence in the twin cities. The Rs. 35,000 bid security is modest, suggesting a medium-scale services contract. The EPADS-only submission requirement indicates a digital-first government procurement process; manual bids are explicitly rejected.
Who can bid: Bidders must be registered with FBR, on the Active Taxpayers List (ATL), and hold current Income and Sales Tax registration. Original manufacturers, authorized dealers, and reputed workshops with offices or stocks in Rawalpindi or Islamabad are eligible. Typically, vendors in maintenance and repair sectors must also carry relevant business licenses and demonstrate technical capacity through documentation.
