The Government Institute for the Blind Multan invites online bids through the E-PADS electronic procurement system for the supply of uniform items for approximately 65 boys and girls enrolled as special students. The procurement covers summer and winter uniform kits, winter jerseys, and shoes for both boys and girls during financial year 2026–27. The estimated contract value is PKR 10,00,000. The institute is located in Multan, Punjab, and operates under the provincial education framework for special needs students. Bids must be submitted electronically by 08 September 2026 at 10:30 AM, with technical bid opening scheduled for 11:00 AM the same day at the institute office.
Eligible bidders must be registered firms, suppliers or manufacturers holding valid Income Tax registration, Sales Tax registration, and PRA certification, with active E-Procurement System enrollment. Bidders must submit bid security or earnest money equivalent to 3% of the estimated cost (PKR 30,000) in the form of a CDR payable to the Headmistress, to be uploaded in PDF format with the technical proposal and submitted in original before technical bid opening. All quoted rates must be inclusive of applicable taxes and must be realistic and in line with prevailing market rates. Samples of uniforms must be presented at technical bid opening for assessment of fabric quality, stitching standards, and colour matching.
Tender documents are available through the E-PADS portal. Technical bids will be evaluated first under a Single Stage–Two Envelope procedure, followed by financial bid opening after the grievance period expires. The successful bidder must take student measurements within 10 working days and complete delivery within 30 days of supply order issuance. Uniforms will be subject to testing at National Textile University Faisalabad or an equivalent government laboratory at the bidder's expense, with rejections replaced at bidder cost.
