Description / Scope of Work
Pakistan National Council of the Arts (PNCA), a federal cultural institution under the National Heritage & Culture Division, Government of Pakistan, invites electronic applications from reputable, experienced, technically capable and financially sound event management firms for pre-qualification under an open framework arrangement for a period of one year. The framework is designed to support PNCA's recurring programme of exhibitions, festivals, theatre and dance productions, music performances, conferences, seminars, award ceremonies, national-day programmes, international cultural exchanges, youth activities and outreach events across Islamabad and other locations in Pakistan. Services will be required on an as-and-when-needed basis at PNCA premises and at other specified locations within Pakistan. This is a pre-qualification exercise only; applicants must not submit financial proposals at this stage, and pre-qualification does not guarantee any volume of work or award of event contracts.
Applicant firms must be reputable and demonstrate technical capability and financial soundness in event management. Submissions must be made electronically through EPADS, which is mandatory. No bid security is required at the pre-qualification stage. The minimum qualifying score is 70 out of 100, subject to mandatory and sectional thresholds. Applications must be complete, signed and submitted in English language through the EPADS portal within the deadline specified in the Procurement Data Sheet. Only firms declared pre-qualified will be eligible to participate in subsequent event-specific requests for quotation or proposal issued by PNCA under the framework arrangement.
Applications must be uploaded through EPADS; no physical copies are required unless PNCA issues a written addendum. Application validity is one hundred and twenty days from the submission deadline.
