Description / Scope of Work
The Benazir Bhutto Shaheed Human Resource Research and Development Board (BBSHRRDB) under the Government of Sindh invites proposals from well-established and experienced training institutes for selection to deliver skill development training programs under the Private Sector Training Wing, Phase XVII, for the financial year 2026-27. This initiative aims to provide vocational and skills training to unemployed literate and semi-literate youth aged 18 to 35 years domiciled in Sindh to combat poverty and unemployment. The procurement encompasses multiple approved trades across various qualification levels, including Big Data Analytics, Artificial Intelligence, AutoCAD, Automobile Mechanic, Building Electrician, Computer Operator, and numerous other technical and vocational courses. Bidding will be conducted through Single Stage Two Envelope procedure in accordance with SPPRA Rule 46(2).
Eligible bidders must be registered and affiliated with STEVTA, STTB, SBTE, HEC, NAVTTC, or other authorized organizations holding international certification. Training institutes must demonstrate capacity to deliver curriculum accredited by these recognized bodies and maintain institutional standards for youth training. Detailed qualification requirements for applicants, course durations ranging from 4 to 8 months, and specific prerequisite education levels are stipulated for each trade in the notice. Bid security and technical compliance documentation will be evaluated during the two-envelope process.
Proposals shall be submitted exclusively through the Electronic Procurement and Asset Disposal System (ePADS) at sindh.eprocure.gov.pk before 12:00 PM on Tuesday, 8th September 2026.
