Description / Scope of Work
The Higher Education Department Punjab invites e-bids on a lot basis from registered firms, companies, sole proprietors, service providers, manufacturers, authorized dealers and sellers for the procurement of goods and services under fifteen separate heads with a combined estimated budget of approximately 102.967 million Pakistani rupees. The procurement covers diverse categories including hot and cold weather charges, transportation of goods, mobile oil, stationery items, printed materials, uniforms, computer stationery, entertainment and gifts, repair services for transport, machinery, furniture, hardware, software and IT systems. All goods must be brand new and original as per specifications, to be supplied to the Higher Education Department in Lahore within 15 days of purchase order issuance. The procurement is conducted under the Single Stage Two Envelope method per Punjab Procurement Rules 2014, with contracts awarded separately for each lot.
Bidders must be registered with relevant registration authorities and tax departments including Income Tax, General Sales Tax, Punjab Sales Tax, and Excise and Taxation Department Punjab. A call deposit receipt (CDR) at 5 percent of the estimated budget for each lot must be submitted as earnest money before the e-bid submission deadline. The bid security should be in the form of CDR, bank guarantee, demand draft or pay order in favor of the Section Officer (General), Higher Education Department. Bidders are required to submit technical and financial bids completed, signed and stamped in conformity with the tender document, with all-inclusive per-unit pricing.
E-bids must be uploaded on the Punjab e-Procurement System website at https://ep.punjab.gov.pk by 09 September 2026 at 11:00 AM, with opening scheduled for the same date at 12:00 PM. Original bid security instruments must be physically submitted in an envelope marked with the bidding document number and title to the office of Section Officer (General), Higher Education Department, Shahra e Quaid e Azam, New Anarkali, Lahore before the e-bid submission deadline.
