Tender Details
Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for the supply, installation, testing and commissioning of an Automatic Online Fiber Laser Coding System and Electromagnetic Induction Cap Sealing equipment at the Lubricants Manufacturing Plant A (LMP-A) in Sindh Province. The system will perform permanent, high-speed, non-contact marking of variable production data including batch numbers, manufacturing dates, expiry dates, lot/shift codes, barcodes, QR codes and MRP directly onto moving lubricant containers, cartons and shrink-wrapped multi-packs without manual intervention. The complete scope encompasses site survey, supply of laser marking equipment with minimum 20W fiber laser source, installation of sensors and encoders for line-synchronized trigger-based marking, mechanical and electrical integration with existing conveyor systems, fume extraction arrangement, site acceptance testing, operator training and warranty support.
The laser marking unit must employ high-precision 2D galvanometer scanning technology with minimum marking speed of 7,000 mm/s and marking field of 100 mm × 100 mm. The system shall integrate with the existing PLC-based line control panel for automatic start/stop and line-speed signals. Bidders must conduct mandatory pre-bid site surveys to verify actual site conditions and confirm equipment sizing for line speeds up to 60 containers per minute. Eligible suppliers must submit technical compliance sheets, electrical drawings, spare-parts lists and operation and maintenance manuals with their quotations.
Quotations must be received by PSO by 11 September 2026. Bidders should note the reference number SAP 6100018001 and RFQ LM-19936YP in all correspondence. Earnest money percentage and PO/DD details must accompany submissions. Further technical specifications, integration requirements and site conditions are detailed in the full tender document, which emphasises that final system sizing remains the bidder's responsibility. PSO reserves the right to verify all claims and conduct site acceptance testing on actual production samples at rated line speed before final acceptance.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

PSO seeks an integrated automatic laser marking and cap sealing system for high-speed container coding at its lubricants plant.
The procurement is a one-off equipment supply with mandatory installation, commissioning and training. Bidders must have proven fiber laser marking expertise and ability to integrate with existing PLC infrastructure; a site survey is compulsory. The tight 15-day bid window suggests a planned equipment refresh. Emphasis on marking speed (7,000+ mm/s) and reliable performance at up to 60 containers/min indicates high-volume production demands and risk of quality rejection if specifications are not met.
Who can bid: Bidders should typically be registered with relevant trade authorities (SECP/NTN) and hold valid certificates in laser equipment supply and industrial automation. Experience with fiber laser systems and PLC integration is essential. Prior projects with textile, pharmaceutical or FMCG packing lines preferred. The notice emphasises bidder responsibility for site verification and equipment sizing; no exemptions stated.
