Description / Scope of Work
The Directorate of Works & Civil Engineering (PAF) Chaklala invites sealed tenders for provision of certain facilities at PAF Base under PPRA Rule 13(1) of 2004. Two separate works packages are advertised: the first valued at Rs. 42.424 million and the second at Rs. 45.416 million, encompassing construction, electrical, mechanical and plumbing works at the air force facility located in Chaklala, Punjab. The tender is open to pre-qualified firms and contractors with demonstrated expertise and satisfactory completion certificates from previous projects. Interested parties must submit detailed proposals including work orders, location data and photographic evidence of completed projects within their relevant field of specialisation.
Eligibility is restricted to firms and contractors enlisted with the Pakistan Engineering Council (PEC) in Category C-5 or above in relevant disciplines, with registration validity extending at least to June 2027. Contractors must preferably be enlisted with Military Engineer Services in Category A; non-enlisted firms may participate by providing 2 percent refundable bid security. All applicants are required to furnish evidence of no outstanding litigation with government departments, no special reports from the Directorate of Inspection and Evaluation, no outstanding DI&E recoveries, complete bank statements, NTN certificates, income tax returns for the preceding three years, and detailed personnel lists. Incomplete applications will not be entertained.
Bidding documents will be made available to pre-qualified firms immediately upon publication. Sealed tenders must be received at HQ DW & CE (PAF) Chaklala by 1130 hours on 14 September 2026 and will be opened at 1200 hours the same day. Interested parties may contact CMES (PAF) Islamabad authorised representative for further details between 0715 and 1335 hours on all working days. The Accepting Officer reserves the right to accept or reject any tender in accordance with PPRA rules and procedures.
