Description / Scope of Work
Pakistan State Oil Company Limited invites quotations for the supply and installation of earthing pits and health, safety and environment allied works across multiple NVROS locations in the Faisalabad Division, Sindh province. The scope encompasses construction of 25 earthing or grounding systems with deep bore drilling up to 100 feet, provision of bentonite chemical powder, copper conductors, PPRC piping, and manhole construction with reinforced concrete covers. Additionally, the contract includes supply and installation of 40 fire bucket stands, 40 fire bucket sets of three buckets each, and 40 powder-coated junction boxes with copper plate fittings and earthing clamps. All materials, tools, labour and transportation are to be included in the contractor's scope. Reference drawings for technical specifications are provided as Annexures A, B and C. The work location is at PSO House and associated NVROS facilities in Faisalabad Division.
Bidders are required to read and comply with all attached instructions before submitting quotations. The procurement follows the format of a price enquiry rather than a formal purchase order. Removed or retrieved equipment including fire stands, fire buckets and junction boxes must be handed over to PSO staff with dual acknowledgement count-wise for each item. The earthing pit construction must comply with a maximum earth resistance value not exceeding 5 ohms at each equipment installation point.
Quotations must be submitted by 15 September 2026 as per the schedule provided in the request for quotation document. Bidders should include earnest money as a percentage of their quoted value and reference their purchase order or demand draft number in the submission. The document references SAP number 6100018008 and requires quotations to detail unit prices and total amounts in Pakistani rupees for all listed items and specifications.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
PSO is procuring a complete earthing and HSE remediation package across 25 sites in Faisalabad, plus standardized fire safety and electrical distribution equipment (40 units each).
The earthing work is technically demanding—deep bore drilling, bentonite treatment, copper conductors, and <5 ohm compliance testing suggest electrical expertise is essential. The contract bundles three distinct work streams (earthing pits, fire safety, junction boxes), suggesting an integrated site safety upgrade programme. Scale appears medium-to-large across distributed locations. Deadline is tight (15 days). This looks like a one-off capital project rather than a framework or recurring supply.
Who can bid: The notice does not state formal eligibility criteria, licenses or PEC category explicitly. For earthing pit construction and electrical work, bidders are typically required to hold valid PEC (Pakistan Engineering Council) registration in electrical or civil engineering, an active NTN (National Tax Number), and SECP registration if incorporated. Proof of technical capacity to conduct earth resistance testing and drilling up to 100 feet is implied by the specifications.
