The tender requires substantial prior experience with government contracts and formal registration credentials. Bidders must provide three years of audited financials and evidence of similar government works. The Rs 2,000 postal order requirement and emphasis on blacklist status suggest HIT conducts rigorous vendor vetting. Scale appears medium to large given the industrial nature and government buyer.
