Description / Scope of Work
Engineering Consultancy Services Punjab (Pvt.) Limited invites electronic bids through the Punjab e-Procurement System for a one-year Framework Agreement to hire vehicles on a rental basis across Punjab. The procurement encompasses four lots: intra-city daily rental services, intra-city monthly rental services, inter-city daily rental services, and inter-city monthly rental services. Vehicle hiring shall be made strictly on an as-required basis through individual Call-Off Orders, with ECSP offering no guarantee of minimum quantity or value. Detailed vehicle specifications are provided in Section III of the bidding document. Eligible firms must be duly registered on the Punjab e-Procurement System and with the Federal Board of Revenue, Punjab Revenue Authority, and other relevant statutory authorities.
Bidders must submit a bid security of Rs. 125,000 for each lot they participate in. The procurement shall be conducted through Open Competitive Bidding using a Single Stage Two Envelope Procedure in accordance with the Punjab Procurement Rules 2014. All interested applicants are required to register on the Punjab e-Procurement System to be eligible for participation. The pre-bid meeting is scheduled for 3rd September 2026 at 11:30 AM at ECSP's office located at 83 A/E Main Boulevard, Gulberg III, Lahore, Pakistan. The deadline for submitting bids is 14th September 2026 until 11:00 AM, with bid opening scheduled for the same day at 11:30 AM through the Punjab e-Procurement System. Bidders and their authorized representatives are welcome to attend the opening.
