Description / Scope of Work
The National Highway Authority (NHA), under the Ministry of Communications, Government of Pakistan, is inviting tenders for Operation, Management and Maintenance (OM&M) contracts of three established rest areas on the Islamabad–Muzaffarabad Dual Carriageway (E-75) in the Federal territory. The three rest areas are: Malata Rest Area at KM 17 (northbound), Manga Rest Area at KM 25 (northbound), and Sambli Rest Area at KM 35 (southbound). Each rest area will be awarded as a separate three-year contract on an Advance Net Guaranteed Revenue Basis. Prospective bidders must be active taxpayers registered with the Federal Board of Revenue. The scope of work includes day-to-day operational management, routine maintenance, housekeeping, and preservation of all amenities and installations at each facility to ensure proper functionality throughout the contract period.
Bidders must possess active taxpayer status to be eligible for participation. Detailed bidding documents comprising comprehensive terms, conditions, and scope specifications are available from the Director (FR/HB) at NHA Headquarters in Islamabad from Monday, 31st August 2026 onwards upon deposit of Rs. 5,000 (non-refundable) as a pay order in favour of NHA Road Maintenance Account. The documents may also be downloaded free of cost from the NHA website. A mandatory Pre-Bid Meeting will be held on Tuesday, 8th September 2026 at 1130 hours at NHA Auditorium. All firms are required to obtain EPADS (PPRA) registration at www.eprocure.gov.pk immediately, as manual hard-copy submissions will not be accepted in upcoming procurements.
Bids (Technical and Financial), complete in all respects, must be submitted on Wednesday, 16th September 2026 by 1100 hours at NHA Auditorium in Islamabad. Technical bids will be opened the same day, followed by evaluation. Financial bids of technically qualified bidders will then be opened and announced publicly after technical evaluation results are announced. Upon contract completion, the operator must hand over all inventory of amenities and installations to NHA in properly maintained and fully operational condition without any claim for repair or maintenance costs.
