Description / Scope of Work
The National Highway Authority (NHA) invites tenders for operation, management and maintenance contracts of an established rest area located at Naran on the Mansehra–Naran–Jalkhand–Chillas Road (N-15), kilometre 124, on an advance net guaranteed revenue basis. The contract will be awarded as a separate engagement to a qualified operator for a three-year term. The rest area is situated in the Federal region and represents a franchise opportunity for private sector participation in roadside amenity management. The operator will be responsible for day-to-day operations, facility maintenance, and ensuring all installations remain in proper working condition throughout the contract period.
Prospective bidders must be registered on the Active Tax Payer List maintained by the Federal Board of Revenue. All firms are required to obtain EPADS (PPRA) registration at www.eprocure.gov.pk, as manual hard copy submissions will no longer be accepted in upcoming procurements. Bidders should be prepared to demonstrate operational capacity and financial viability to manage a highway rest facility. The bidding documents, which detail all terms, conditions and performance requirements, can be obtained from the Director (FR/HB) at NHA headquarters in Islamabad by depositing Rs. 5,000 (non-refundable) as a pay order, or downloaded free from the NHA website.
A pre-bid meeting is scheduled for Tuesday, 8 September 2026 at 11:30 hours in the NHA Auditorium, Islamabad. Completed bids comprising both technical and financial components must be submitted by Wednesday, 16 September 2026 at 14:00 hours to the same venue. Technical bids will be opened immediately on submission day, followed by evaluation and subsequent public opening of financial bids from technically qualified bidders.
