Description / Scope of Work
Public Health Engineering Division-II, Peshawar, under the Government of Khyber Pakhtunkhwa, is inviting consultancy services on a Quality and Cost based Single Stage Two Envelopes basis for Survey/Feasibility-Study, Design/Design-Review and Supervision of Solarization of Drinking Water Supply Schemes under ADP numbers 250926 and 251121. The project encompasses feasibility studies, detailed design work, design reviews, and on-site supervision of solar-powered water supply infrastructure in Khyber Pakhtunkhwa province. Specific consultancy charges are detailed in the Request for Proposal document published on the EPADS portal.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) holding relevant professional codes, the Khyber Pakhtunkhwa Revenue Authority (KPRA), and the Federal Board of Revenue (FBR). All interested consultants, firms, and companies meeting these registration requirements may download the full RFP document from EPADS or the KP-PPRA website. A bid declaration certificate must be submitted confirming the hired consultant's obligation to provide a performance security equivalent to 10 percent of the bid amount as a Call Deposit Receipt or Bank Guarantee from Schedule Banks of Pakistan in favour of the Executive Engineer, PHE Division-II, Peshawar.
Proposals comprising Technical and Financial components must be submitted through the EPADS file uploading system on or before 17 September 2026 at 1100 hours. A pre-bid meeting will be conducted on 7 September 2026 at 1100 hours at the office of the Chief Engineer (Centre), Public Health Engineering Department, Khyber Pakhtunkhwa, at Plot 40, Sector B-II, Phase V, Hayatabad, Peshawar. Technical proposals will be evaluated first, followed by financial opening for qualified consultants. Clarifications may be sought through EPADS.
