Description / Scope of Work

The Pakistan Navy, through its Civil and Military Engineering Services (CMES) Compak at PNS Karsaz, invites sealed tenders for four categories of work across two naval locations in Sindh province. The procurement encompasses provision, installation and construction of certain facilities at Karachi (item a) and NAS Turbat (item b), as well as abnormal repair, replacement, major maintenance and minor works at both Karachi (item c) and NAS Turbat (item d). This Notice of Tender is issued under PPRA Rule 13(1) of 2004. Contractors must submit complete tender applications with credentials by 1130 hours on 18 September 2026, with tender opening at 1200 hours the same day at the designated accepting office. Contractors are required to evidence that they are not involved in any litigation with Government departments and that no special inspection report from the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ) is outstanding against them.

Eligibility is restricted to contractors borne on the approved List of MES in categories A, B, C or D with demonstrated experience in the relevant type of work. All contractors, whether enlisted or non-enlisted with MES, must be registered with the Pakistan Engineering Council (PEC) and provide a copy of such registration; contractors not registered with PEC are ineligible to apply. The notice specifies that applicants must satisfy special conditions required for the job and area. Contractors desiring to attend the tender opening may do so, and the accepting officer reserves the right to accept or reject any tender in accordance with PPRA Rules.

Bid documents will be scrutinized and issued only to firms meeting the above criteria. Rejected tenders will be handled per Para 33(ii) of PPRA Rules. Department performance reports on each work are to be submitted by the Divisional Engineer or XEN.
