Three concurrent highway infrastructure contracts ranging from Rs.
27.5 to 58.7 million each, totalling 141.7 million. Requires C-5 PEC registration minimum with specific civil engineering specializations; all bidders must be on FBR active list. Tight deadline (September 22, 2026) and mandatory e-bidding via EPAD system eliminates manual submissions. One-off projects across different national routes suggest NHA maintenance programme expansion. Combined scale and registration barriers indicate these are medium-sized infrastructure works suitable for established contractors only.
Who can bid: Bidders must hold PEC registration (C-5 or above) with CE-01/CE-02 specialization (CE-10 also required for third contract); be registered with Income Tax Department; appear on FBR Active Taxpayers List; and obtain EPAD registration at www.eprocure.gov.pk before submission. Manual bids will be rejected. Typically, Pakistani construction firms undertaking highway work must also hold liability insurance and provide evidence of past relevant experience.
