Description / Scope of Work
The Strategic Planning and Implementation Unit (SPIU) under the Environment Protection and Climate Change Department, Government of the Punjab, invites pre-qualification applications from national and local companies and joint ventures for design, supply, installation, commissioning, operation and maintenance of an integrated vehicle emission monitoring equipment and associated infrastructure under the Lahore Air Improvement Framework (LAIF) project. The complete package encompasses developing a comprehensive vehicle emission scanning and monitoring system with supporting infrastructure to improve air quality in Lahore, Punjab. Applicants must demonstrate capability to undertake the entire scope of the project; partial participation is not permitted.
Eligible applicants must be registered on the Punjab E-Procurement System (EP) and with relevant registration authorities and tax departments. National competitive bidding will be conducted online through the Punjab E-Procurement System. Joint ventures and consortiums are permitted to participate. Pre-qualification documents are available for download from the Punjab E-Procurement System website (https://ep.punjab.gov.pk/) and the Punjab Procurement Regulatory Authority website (https://eproc.punjab.gov.pk/) from 2nd September 2026.
Applications must be submitted online through the Punjab E-Procurement System on or before 17th September 2026 at 11:00 AM with all required supporting documents in complete conformity with the pre-qualification document requirements. Applications will be opened at 11:30 AM on the same day in the presence of participants who wish to attend. Late submissions or applications not conforming to prescribed methods will be rejected.
