Description / Scope of Work
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, invites expressions of interest from eligible consulting firms for provision of Third Party Environmental and Social Monitoring and Reporting (TPM consultant) services for Section-3 of the M-6 Motorway Development Project (Nawabshah to Naushehro Feroz Section, 64.61 km). This consultancy assignment is financed through an OPEC Fund loan (Loan No: 16816) and covers a 30-month implementation period with expected start date of January 2027. The assignment encompasses comprehensive third-party environmental and social monitoring, compliance verification, and periodic reporting throughout the motorway construction and development activities in Sindh province.
Eligible consulting firms must demonstrate requisite qualifications and relevant experience in environmental and social monitoring for similar large-scale infrastructure projects, particularly motorway or highway development schemes. Interested consultants should provide detailed information including firm brochures, descriptions of similar assignments, experience in comparable conditions, and availability of appropriately skilled professional staff. Consultants may form joint ventures or sub-consultancy associations; in joint ventures, all partners shall be jointly and severally liable for the entire contract if selected. All submissions must confirm compliance with the OPEC Fund's Principles for Procurement of Goods, Works and Services dated June 2023, particularly regarding conflict of interest policies.
Expressions of interest must be submitted in written form to the Procurement and Contract Administration Section, NHA Headquarters, 2nd Floor, 28-Mauve area, G-9/1 Islamabad, by 06th October 2026 at 11:30 am Pakistan Standard Time. A pre-submission meeting will be held on 11th September 2026 at 12:00 pm in the NHA Auditorium.
