Description / Scope of Work

Walton Cantonment Board, Lahore, invites proposals for provision of comprehensive solid waste management services across six operational sectors within the cantonment jurisdiction. The contract scope encompasses collection, transportation and safe disposal of municipal solid waste at WCB-approved locations, cleaning of roads, nullahs and open areas, removal of horticulture waste and dead animals, maintenance of designated waste collection points, and complaint registration with resolution services. Services must comply with a performance-based service model with prescribed key performance indicators. The estimated annual bid values range from PKR 45.00 million to PKR 152.172 million depending on sector size. The contract period is three years, extendable by mutual consent. This is an output-based contract where the contractor determines adequate fleet, manpower and operational deployment necessary to achieve WCB-defined cleanliness standards; no additional claims for underestimated waste quantities or resource requirements shall be entertained.

Eligible bidders must have a minimum of three years proven experience in providing similar solid waste management services and must be duly registered with the relevant Inland Revenue Department or Tax Authorities. Bidders who are blacklisted by any government department are ineligible. Bid security must be submitted as a Call Deposit Receipt at 2% of the annual bid amount for each sector, issued in the name of the Executive Officer and submitted physically at technical bid opening. All vehicles to be provided by the contractor must be of 2021 model or above. Vehicle registration documents must be attested and uploaded on EPADS 2.0.

Bids must be submitted electronically through EPADS 2.0 under the Single Stage–Two Envelope procedure, comprising separate technical and financial proposals, on or before 21 September 2026 at 03:00 PM. Technical proposals will be opened electronically on the same day at 03:30 PM at Walton Cantonment Board office, Ahmed Bukhsh Road, R.A. Bazar, Lahore. The detailed RFP containing Instructions to Bidders, Terms of Reference, Evaluation Criteria and Draft Contract Agreement shall be downloaded from PPRA/EPADS. Bids remain valid for 180 working days from opening date.
