Description / Scope of Work
The Office of the Assistant Director (Senior) Local Government and Rural Development Department, District South Waziristan Lower, is inviting sealed electronic tenders for five construction and beautification works under the Uplifting and Beautification Activities programme for the merged districts of Khyber Pakhtunkhwa. The tender covers construction of a gate at Bab Wana in GM Area and four separate projects in Lower Waziristan involving tough tiles street construction, drainage systems, solar lighting installations and shopfront beautification in Gul Area, Rehmat Ullah Area, Sami Area and Ala Noor Area. The estimated total cost across all five works is Rs 100 million, with individual work values of Rs 20 million each. This is a single-stage single-envelope procurement open to Government contractors registered with the Pakistan Engineering Council and enlisted with the Civil and Works Department under the Centralized Enlistment Policy for the current financial year.
Eligible bidders must be Government contractors registered with the Pakistan Engineering Council holding relevant codes for the specified works, and must maintain active registration with KP-PPRA as taxpayers for the current financial year. Each bid requires a bid security of Rs 400,000 calculated at two percent of the estimated cost, to be prepared in favour of the Assistant Director (Senior) LG&RDD Headquarter South Waziristan Lower. Bid securities must be uploaded on the EPAD system at submission and the original instruments delivered by courier to the office of the Assistant Director up to the closing deadline. Bidders offering rates more than twenty percent below the engineer's estimate must submit detailed rate analysis with valid supporting documentation.
Bid solicitation documents are available for download from the official EPADS website at www.eprocure.gov.pk and the KP-PPRA website following publication of the Notice Inviting Tender. Completed bid documents must be uploaded through EPADS by 11:30 AM on 22 September 2026, with electronic bid opening scheduled for 12:00 PM on the same date. Online clarification requests are accepted until 5:00 PM on 14 September 2026. Prospective bidders must register on EPADS to obtain login credentials. Bids remain valid for 120 days from the closing date. The successful contractor will receive a work order with a commencement period of 15 days, failing which the work will be cancelled and security forfeited.
