Municipal Committee Kallar Syedan, District Rawalpindi, invites electronic bids from qualified contractors for the execution of Maintenance and Repair Development Schemes for the financial year 2026–2027 based on MRS 2nd Biannual 2026. The tender comprises ten separate repair and rehabilitation works including street reconstruction, sewerage line repairs, and retaining wall rehabilitation across multiple locations in Kallar Syedan. The total estimated cost across all schemes ranges from PKR 2.3 million to PKR 9.95 million per individual work, with combined project value exceeding PKR 66 million. Works are distributed across villages and neighbourhoods including Dhoke Pind, Latwal Dhamali, Looni Salyal, Dhoke Bhattan, Darkali Sher Shahi, and Village Tota within the municipal limits.
Eligible bidders must be duly registered with the Punjab e-Procurement System (EP System), Pakistan Engineering Council (PEC) for 2026–27, Federal Board of Revenue (FBR), and Punjab Revenue Authority (PRA), and must maintain Active Taxpayer Status. Bid security of 5 percent of the estimated cost for each scheme must be submitted electronically through the EP System via SWIFT MT-760 with the correct Tender Number and PSID. Bidders quoting 5 percent or more below the sanctioned estimated cost must deposit additional performance security up to a maximum of 10 percent within 15 days of tender receipt through the E-Procurement System.
All bids must be submitted electronically through the Punjab e-Procurement System at https://ep.punjab.gov.pk under the Single Stage – One Envelope procedure by 14 September 2026 at 10:00 AM and will be opened the same day at 10:30 AM. Tender documents are available free of cost from the date of publication at https://ep.punjab.gov.pk and the PPRA website at http://ppra.punjab.gov.pk. Bidders must quote rates against each item of the Bill of Quantities instead of percentages and completely fill rate analysis and summaries, otherwise bids will be treated as incomplete. Procurement will strictly follow Punjab Procurement Rules 2014 (as amended) and Punjab Procurement Regulations 2024.
