Description / Scope of Work
The Engineer-in-Chief Branch, GHQ invites applications from pre-qualified firms, contractors and consultants for consultancy services covering design and rehabilitation engineering supervision for certain facilities across multiple locations including Kamra, Taxila, Rawalpindi, Chakbeli, Islamabad, Lahore, Sargodha, Sialkot, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat and Gwadar under the light of clauses 13, 15 and 16 of PPRA Rules 2004. Firms must furnish comprehensive details including work orders, location and pictures of completed projects with satisfactory completion certificates from clients. Firms having experience in construction, electrical, mechanical, plumbing works and services registered with the Pakistan Engineering Council in relevant fields are eligible to apply. Applicants must provide personnel lists, bank statements, NTN certificates and income tax returns for the preceding three years. Only firms enlisted with PEC in Category C-2 and above in the relevant field with validity up to June 2027 may apply, with contractors preferably enlisted with MES in Category A; non-enlisted firms must provide two percent refundable bid security. Applicants must be pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi with no special report of default or outstanding recoveries from the Directorate of Inspection and Evaluation. Tenders will be issued to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 25 September 2026 and opened at 1200 hours the same day. Incomplete applications will not be entertained. The accepting officer reserves the right to reject any or all applications under paragraph 33 of PPRA Rules 2004.
