Description / Scope of Work
Pakistan Meteorological Department invites pre-qualification applications from registered firms for the establishment of a National Operations Centre during financial year 2026-27 under PPRA rules. The project, based in Islamabad at Sector H-8/2, encompasses comprehensive design, procurement and installation of an integrated operations control facility. Scope includes video wall systems with structural framework, operator workstations with control computing infrastructure, electrical power distribution with UPS and backup systems, HVAC and environmental management, fire safety and access control systems, video conferencing capabilities, furniture and interior fit-out across three floors, and operations centre management software for common operating picture visualization and dashboarding.
Eligible parties must be registered with sales tax and income tax departments and appear on the Active Tax Payer List (ATL) of the Federal Board of Revenue. Firms must demonstrate relevant experience, current capability, adequate financial resources, and bank statement documentation for the preceding two years. The procurement will follow Single Stage Two Envelope Bidding Procedure as per PPRA regulations. Pre-qualification documents must be submitted through PPRA E-PADS 2.0 portal, with hard copies also required at the Indent and Purchase Section.
Applications must include firm name with postal address, phone and fax numbers, detailed experience record, current works in progress, financial position documentation including bank statements of last two years, number and amount of existing bank guarantees, and credit or loan limits. Sealed proposals will be opened on 28th September 2026 at 11.00 hours at PMD Headquarters, Islamabad, in presence of bidders or authorized representatives.
