Description / Scope of Work
The Health Welfare Committee, Social Services Medical Centre (SSMC) at Jinnah Post-Graduate Medical Centre (JPMC) in Karachi, Sindh, invites electronic bids through ePADS for the procurement and provision of medicines, drugs, surgical and disposable medical items, implants, and laboratory and diagnostic services for eligible poor and deserving patients funded from Zakat resources. The tender covers three procurement categories: retail chemists, pharmacies and medical stores (Category A); manufacturers, importers, sole agents and authorized distributors (Category B); and laboratories and diagnostic centres (Category C). Bidding shall be conducted through a single-stage envelope process for Categories A and C, and a two-envelope process for Category B, with award based on highest evaluated responsive discount for MRP-based medicines and item-wise lowest evaluated responsive price for rate-based items in Category A, item-wise lowest price after technical qualification in Category B, and investigation-wise lowest rate in Category C.
Eligible bidders must be duly licensed, qualified and registered as per applicable regulations for their respective category. Bid security is required at 4.5% of the bid price, and successful contractors must furnish performance security at 5.5% of the contract price. Bidding documents are available on the ePADS portal from 8th September 2026 at a fee of Rs. 2,000, payable in cash to the Social Services Medical Centre office.
Bids must be submitted electronically through ePADS with a deadline of 24th September 2026 at 10:30 a.m., with opening to occur at 11:30 a.m. the same day at the Committee Room, Office of Executive Director, 1st Floor, Admin Block, JPMC, Karachi. Category B financial opening shall be communicated separately to technically qualified bidders. Bid validity is 90 days from opening of the technical or financial bid, whichever is earlier, and the contract shall expire on 30th June 2027.
