Pakistan State Oil Company Limited (PSO) invites quotations for Construction Management services at PSO locations in the South Region, Sindh. The scope encompasses site engineering and project supervision for rehabilitation works including miscellaneous civil works for construction and repair of foundations and pipeline supports, mechanical works for tank bottom, shell, roof, structure and piping repairs as per integrity reports and drawings, mechanical works for pipeline coating repair and replacement, surface preparation and painting works, and testing of construction and rehabilitation works. The projects are to be implemented on a fast-track basis with target completion timelines. The Construction Management Firm will be appointed for monitoring and supervising contractor performance on behalf of PSO, ensuring timely completion with efficiency, quality compliance and adherence to HSE requirements. The Construction Management Firm must be an experienced entity capable of managing multiple projects simultaneously with demonstrated expertise in tank and pipeline rehabilitation, quality control, safety supervision and project coordination. The firm shall provide site engineering resources including mechanical Site Engineers, supervise construction activities according to approved method statements, issued drawings and international codes, witness factory performance tests, provide quality control coverage for materials and field construction works, supervise civil and mechanical fabrication activities including welding and testing, maintain quality inspection plans, prepare daily and weekly progress reports, and ensure compliance with PSO HSE policies and standards.
Quotations must be submitted by 22.09.2026. Bidders should quote unit pricing for Site Engineer (Mechanical) services on an Each Arrangement (EA) basis for 450 positions. Earnest Money percentage and PO/DD number fields are to be completed.
