Description / Scope of Work
Islamabad Electric Supply Company Ltd (IESCO), a leading power distribution company serving over 4.2 million consumers across Federal territory, invites proposals from eligible banks for investment of PKR 10,741 million from the IESCO Employees Pension Fund Trust and PKR 9,746 million from the IESCO Consumer Security Deposit Account. The total investment of approximately PKR 20,487 million will be deployed across four separate lots in Term Deposit Receipts (TDR) and Treasury Bills (T-Bills) with one-year maturity. Bidding will be conducted through the E-PADS Version 1.0 platform with submission deadline of 30 September 2026 and opening scheduled for the same date at 11:00 AM at IESCO Headquarters in Islamabad, Sector G-7/4.
Eligible bidders must be Public Sector Banks, Private Sector Banks, or Islamic Banks holding a minimum Short-Term Rating of A1+ and minimum Long-Term Rating of AAA as per the State Bank of Pakistan's latest credit ratings. Banks must submit a single bid for each lot separately on the designated E-PADS platform and provide hard copies in sealed envelopes. Each bank must furnish a letter confirming its current Short-Term and Long-Term ratings issued by SBP. Additionally, IESCO will not invest more than 20 percent of the Employees Pension Fund Trust (maximum PKR 2,685 million per single bank) or more than 20 percent of the Consumer Security Deposit (maximum PKR 2,436 million per single bank) in any single financial institution.
Bank representatives must attend the bid opening in person within 30 minutes of the scheduled time, after which the Committee Room will be closed to new entrants. The validity of profit rates must extend at least 15 days from the opening date and may be extended at IESCO's request. In case of premature encashment due to unavoidable circumstances, banks shall not levy penalties and will pay accrued profit at the quoted rate.
