Emerson University, Multan invites prequalification bids from reputed organizations and firms for the procurement of 300 desktop computers valued at approximately 135 million Pakistani rupees for the financial year 2026-2027. The university will conduct a two-stage procurement process beginning with prequalification, followed by issuance of a Request for Proposal to shortlisted firms. Bidding documents are available from the Punjab Public Procurement Regulatory Authority website at www.ppra.punjab.gov.pk, Emerson University's official website at http://www.eum.edu.pk, and the office of the Deputy Director Purchase and Store at the university campus in Multan, Punjab.
Eligible bidders must be incorporated firms or companies with valid registration certificates, holding active taxpayer status from both the Federal Board of Revenue and provincial General Sales Tax or Provincial Sales Tax authorities. Applicants must possess an authorized partnership letter from an OEM Principal (Tier 1) in the same brand for at least three years, Manufacturer's Authorization Letter for desktops, and authorized Authorized Warranty Service Provider partnership certification. The quoted brand must rank among the top five international desktop brands according to IDC and Gartner market share reports from the preceding year. Bidders must submit ISO 9001:2015 certification and an affidavit on Rs 300 stamp paper, attested by notary public, declaring non-blacklisting status. Original affidavits must be hand-delivered to the Purchase office before the submission deadline.
Bidding documents must be uploaded to the Punjab e-Procurement System portal at https://ep.punjab.gov.pk/auth/login no later than 28 September 2026 at 11:00 AM. Bid opening will occur the same day at 11:30 AM in the presence of bidders or their authorized representatives. The university bears no responsibility for upload delays and reserves the right to reject all bids prior to acceptance under Rule 35 of the Punjab Procurement Rules 2014.
