This is a procurement of goods contract, and the Supreme Court intends to apply part of the proceeds from the FY 2026-27 budget to cover eligible payments under this contract. The tender is open to all interested bidders registered on the ePADS v2.0 portal. The procurement follows Quality and Cost Based Selection (QCBS) methodology in accordance with Public Procurement Rules 2004 and relevant regulatory guidelines issued by the Authority. All bids must be accompanied by bid security in the amount specified in the Bidding Document, which may be submitted as a Pay Order, Call at Deposit, Demand Draft, or bid securing declaration as detailed in the Bidding Documents. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Supreme Court procuring stationery supplies for Islamabad headquarters under QCBS methodology.

Scale appears small-to-medium (routine consumables for institutional use). Notable: ePADS v2.0 mandatory registration is prerequisite—bidders without prior portal access face registration delay risk. Single-stage two-envelope process suggests straightforward evaluation. Likely recurring annual requirement given institutional nature, though notice does not confirm. Deadline is firm (28 Sept 2026, 11 AM).

Who can bid: Bidders must be registered on ePADS v2.0 prior to bid submission. Typically, NTN and valid business registration (SECP for companies, sole proprietor documentation) required. No PEC category applies (non-construction goods). No sector-specific restrictions stated. Compliance with Public Procurement Rules 2004 mandatory.
