Description / Scope of Work
The Livestock & Dairy Development Department, Government of Azad Jammu and Kashmir, invites sealed applications from well-reputed registered testing service firms for pre-qualification and subsequent engagement on a three-year open framework agreement to conduct written tests for recruitment against clear vacant posts on permanent basis in BPS-07 to BPS-15 within the purview of the AJK Public Service Commission. This is a pre-qualification proceeding only; no financial proposal is required and no contract is awarded hereunder. The framework agreement will enable the department to fill positions across Azad Jammu and Kashmir on an as-and-when-required basis.
Eligible applicants must be private sector firms registered with SECP or public sector agencies furnishing relevant statute, charter, or notification, and must have been established at least one month before publication of this notice dated 14 September 2026. Tax compliance requires a valid NTN from the Inland Revenue Department, GoAJ&K, AJK-CBR, or FBR; an STRN is required only where held. Applicants must provide complete office address with telephone and email, curriculum vitae of the Head of Testing/Assessment Wing with attested academic credentials, and a signed undertaking to observe confidentiality, merit and data-protection requirements, recover no charge from candidates beyond approved testing fees, and conduct examinations in all districts of AJ&K or other agreed centres. Firms must not be blacklisted, debarred, or suspended by any Government entity in Pakistan or AJ&K, supported by affidavit on stamp paper signed by an authorized head and attested by Oath Commissioner.
Interested firms may obtain the pre-qualification document on written request on official letterhead with a non-refundable fee of PKR 5,000 deposited as Bank Draft or Banker's Cheque in favour of DDO, Livestock & Dairy Development Department, AJ&K, obtainable up to 30 September 2026 (04:00 PM) from the undersigned office on any working day. Applications must be submitted in a single sealed envelope clearly marked "APPLICATION FOR PRE-QUALIFICATION – THIRD PARTY RECRUITMENT TESTING AGENCY (BPS-07 TO BPS-15)" with submission deadline 01 October 2026 (11:00 AM) and opening at 11:30 AM the same day. No Bid Security is required at this stage. Applications will be opened in the presence of applicants or their authorized representatives who choose to attend.

Who can bid: Private sector firms must be SECP-registered; public sector agencies furnish statute/charter. All applicants require valid NTN (or STRN if applicable) from tax authority. Firms must be established minimum one month before 14 September 2026 and not blacklisted/debarred by any Government entity in Pakistan or AJ&K. Typically, firms operating testing/assessment wings with documented academic credentials in senior staff are preferred.
